Very unlikely, but if the car was corner balanced, those unequal heights might have been dialed in on purpose. But, since its so low, I doubt that's the case.

If he puts a timing belt on the engine and starts it if the cam is binding, he will probably score or gall the daylights out of a cam bearing, which will require a replacement head.

I made a tool to span over the crank pulley bolts. Some are super easy to remove, some take around 300 foot pounds (if I had to guess a number).
